		<description>Interesting scenario, but you have convinced yourself that this is a problem with the market and not a seperate issue.  Regulation could do very little in the first place to insure the honesty of the installer/repairer (manipulators don't always follow the rules).  You have also convinced yourself that all competitors would be forced to manipulate to remain competitive, this is not necessarily the case.  Some may take advantage of the more efficient route to impress their customers and to gain their continued patronage.  As for the environmental issue that is an obscure topic that requires a bit more evidence to be backed and secondly if people really care about the environment then they'll utilize the services of companies that care about it too.</description>
